Clouds move with the environmental winds. High cirrus clouds move with the jet stream at speeds near 100 mph at times. Thunderstorms usually move at 30 to 40 mph but can move as fast as around 60mph.
Now Jets flying at cruising altitude fly at 500 MPH. so I would say NO.
And a jet is considered a plane

Clouds move with the air they are in. They will only move faster than an airplane if the wind is blowing faster than the airplane. So the answer is yes.
Additional info since some answerers don't seem to know about slow airplanes. An old airplane commonly seen at airshows is the Navy Stearman trainer, the PT-17. Check it out here. http://www.oldethymeaviation.com/airplanesforsale.htm It has a stall speed of 39mph and a landing speed of 48mph. I do believe that this is slower than some no uncommon wind speeds. I got to take a ride in one.

Yes they can. Some clouds can go really fast if they are at a height where the wind is blowing fast : some aeroplanes can go really slow, just hover there. If the planes are hovering at a height where the wind isn't blowing as fast or if they are moving at the same speed as the wind but in the opposite direction then the clouds will move quickly compared to the ground and the plane won't move at all , again compared to the ground.

Maybe in a hurricane or if the plane is parked on the ground :)
Planes fly at a few hundred miles per hour. Wind speed is usually only 20 mph or less. Clouds only go as fast as the wind pushes them.
