Had the Congress that remained after the South's secession refused to allow Lincoln's illegal invasion of Virginia, it's probable that the Confederacy would have returned to the Union within five years anyway. Slavery would have been abolished as a condition of re-entry, the tariffs that caused the secession would have been made more equitable, and States' Rights would have been strengthened instead of destroyed. The retention of States' Rights would have made passage of the 16th and 17th Amendments unthinkable, instead of a destructive reality.
