It depends on where you are asking about. For the most part a borough is an administrative division, usually used for a single, small, incorporated town. In Pennsylvania, borough is used in the same way other states use "town" : for a self-governing community that is larger than a village but not large enough to be a city. In Connecticut and a few other states a borough is similar to a village in that it is semi-autonomous but still subject to a larger governing body of a surrounding city or county. New Jersey boroughs are similar to Connecticut's except in New Jersey they are fully autonomous from their surrounding city or county. New York City is probably the most recognized separation of boroughs though. In that situation the city of New York is separated into five boroughs. Each is considered its own county and has its own borough governments that is made up of a borough president, members of the NYC Council and the chairmen of local community boards. However, the boroughs are still considered inferior to the city government. Finally, in Alaska, boroughs are synonymous with counties.

Suburbs, simply put , are communities located on the outskirts or towns or cities with some autonomy but still generally unincorporated. The term suburb can occasionally be used to refer to a boroughs.

That is not so people living in the ghetto are there because they don't financially they can't get out. As far as education goes their is a lot more funding for the schools in the suburbs than for the schools in the ghetto's. If the schools in the ghetto's had the same funding we would find more children growing up and getting out because of the proper education. Where violence and drugs are concerned it is everywhere. Doesn't matter where you live it will be there and getting worse all the time. media just makes people believe that only in the ghetto will we see the dangers. The media doesn't report everything that happens in the suburbs but they make sure they report everything that happens in the ghetto.

They are about the same. A suburb has a mayor and it own governing system. A burough doen't have a mayor because they are an extendison of the city

I would say each area in a borough is a suburb and the suburbs make a little town and the little towns then make up the county/province
