There can be alot of reasons. Maybe the work place is uncomfortable, they have a problem with a coworker, transportation problems, or they don't like their job. Some employers expectations are too high, workers don't get enough vacation time and get stressed or tired. Maybe they have issues at home, marital problems, sick kids,...ect. Or,... in some cases, they just aren't reliable.
What will fix it depends on each persons reasons. But the employers with the fewest absent workers offer day care for sick kids, above average vacation/personal time, have employee mediation programs, and pay a reasonable wage for the job expectations.

Lack of motivation, dissatisfied, no appreciation, no acknowledgment for a job well done, superiors taking the credit for the underdog, irresponsible, they live with mommy and daddy and the only bill that they have is their cell phone, lazy, no pay raise when it is way overdue. When it comes to promotions, they might not get it because their nose is not quite brown enough.
These are just a few reasons that I have noticed over the years. I have managed and been managed.
As an employer it helps if you are approachable, rather than feared.
When interviewing new employees, you might want to be a little more particular, rather than just filling an empty space.

I am only absent if I have a verifiable and reasonable excuse.
Where I work we have people who don't come in because it too nice outside, too drunk, or just don't want to. Thanks to others abusing the "I'm sick" excuse we now are required to present a doctor's note to the boss before being allowed back in the office.

I was recently in a position which I shared with another individual. Problem was, she called in 26 times in 2005. Employer did nothing about it. I know she called in because, nobody seemed to care. It's like with children, if there is no punishment or reprocussion then there is no lesson learned.

I think employers need to motivate staff more through performance related bonuses, works for me. Want to lay in bed all day? Fine, no Xmas bonus.
