Assuming it's a one time project, you could get a description together of what you are exactly looking for and then post it at freelance websites such as www.getafreelancer.com or programmingbids.com. If it is something more permanent, try Star Trek conventions. Seriously though, with your description you will get a lot of resumes by posting it on online forums and such. Good luck!

The freelance sites are good places to use. I think Elance is another. I don't know the fees involved though.

You can also post in your local Craigs List. They have baords for jobs.
