I am assuming you have Windows XP.
If so, Goto System Properites, Hardware tab, and click on Device Manager. Look in there to see if you card is showing up. If you need more details feel free to contact me.

Right click on My Computer. Go to Properties, click on Hardware tab, and go to Device Manager. This should show a list of all devices installed on your system including the TV tuner (provided it is installed properly and drivers are good).
The other option is to look at the back of your PC and check for any card in your system that has an antenna plug (to hook up a co-axial connector) on the back of your computer. The connector should look like a round metal knob sticking out on the back with grooves around it. If you don't see that, then you don't have a tuner.

yes looking would be a good start.. i assume you mean a tv tuner card and if so have a look on the back panel for a tv antenna socket or open the case and check your pci slots or get someone to identify it in your device manager.
