Also, is it designed to make the mattress more difficult to rotate?

HAHAHAHH you made me laugh but well i think its just there for decoration or purhaps since it covers the mattres it just give a good presentation to the bed.

Other than what everyone else has said of making it look pretty, it also over time, will protect the bed from damage from not getting as much wear, if you have a dog or cat or other animals and their hair and the natures oils on their skin can discolor the mattress, but since the top is covered it doesn't get discolored. Also some cats like to try to claw stuff and the skirt will help protect it a little. Again this does kinda also fall under the category answer of making it look pretty - but they do actually have a purpose to help protect the bed some. If you have a properly fitting one, it shouldn't really get in the way when you flip the top, but I guess I usually had my wife there when flipping the bed so I guess I had an extra set of hands to help me if it did get bunched up.

Its Called A Ruffle/Frill It Is Jus Suppose To Make The Bed Look Completly Covered, That Is The Legs/Bottom Of The Bed.

To look pretty and in my case hide the mess under my bed. Yeah it does make it more difficult to rotate a mattress, but obviously it was not designed to achieve that purpose.

A "Bed Skirt" covers the bottom of the bed...It's used to hide things under beds and for decorative purposes.

it does hinder the rotation process; the bed skirt also hides the junk stored under the bed and they make the bed look "pretty"

Its called a dust ruffle, it is to cover the base of the bed when it is all made up because some spreads does not really cove this part of the bed. It also make it look really elegant.

Designed to hide junk under bed and keep bed area looking nice. Plus you can hide porn under there with out your parents seeing it.

It is a pain in the butt but it actually hides stuff that you have under the bed and it makes the comforter look better. Mine is always messed up but it looks nice.

it's called a bed skirt..and it covers any wood frame...or metal frame...or imperfections your bed may have on the lower frame and not to mention can hide the things people store under there bed...Hope this helps
