I can't help on the hotel because the only time we tried one of them we were VERY disappointed. It was cheap but it was crappy. You can find expensive ones that are not crappy but cheap is always bad news there. You might look for on-strip Casino hotels that have reduced prices.

As far as the rental car the answer is no.There are a lot of free shuttle buses that the hotels all run. They stop at a central location (used to be the Tropicana parking lot.) Each has the logo of its casino painted on it. They have published schedule cards they can hand you.

There is also a monorail that might be fun to travel and that gets you from the southern end of the strip to the center of the strip.

THE ORLEANS! Its about 1/2 mile from the strip, taxi should run you about $7-$9 depending on where exactly you want to be dropped off. The rooms arent bad, they have lots of room, most of them even have a couch and table for your to "lounge" in. The casino downstairs is also really great, they pay out pretty good and they have a great selection of restaurants.
I wouldnt suggest getting a rental car, there are plenty of busses that go throught the strip, there are TONS of taxis and they arent too expensive, plus with all the things to see you might just want to walk from casino to casino, especially since you can walk around with your 10ft high pina colada.
