An unhemmed inseam means that the bottom of the pant hasn't been sewn to a length. It's an unfinished length of fabric that is specifically there so that a tailor can hem them to the exact length you need for your own leg length. You shouldn't wear them unhemmed, it looks sloppy. They are usually found in dress pants and sometimes work uniform pants.
Most stores will measure you or ask for your inseam when you buy them, then specifically hem them to your exact length. They don't allow you to buy them as-is.

The inseam is not hemmed as it is the seam on pants between your thighs/legs. The hem is the bottom edge aroung the ankles or the bottom edge of a dress/skirt. Taa daa!
