IT IS SITTING PLACE OF BOTH THE HOUSES. WHY PRESIDENT LIVING IN PRESIDENT'S HOUSE THIS IS NOT GOOD QUESTION.

India adopted British system.

They had house of Lord and House of common.

Rajayashaba, is equal to house of lord and had appointed people and the king and queens in it, at one time. At the time of Independence all kingdoms were resolved, and the Kings and Queens were given pension but to appease them they were given say in the legislative process.

Lokshaba, had only elected people in them and is equal of house of common.

USA, has two houses also but all are elected members only. It is call Congress and the Senate.

It is call Loksabha and Rajayasabhah.

Sabhah means meeting.
Lok means People
Rayaya means Kingdom.

At the time India had 1000 kingdoms approximately, about 250 went to Pakistan and 750 went to India or Bharat or Hindustan. National Language was suppose to be Hindustani mixture of few languages but because of the Location of the Capital City it became Hindi. Actually Hindustani was used(verbal) language without Grammar or literature , that meant that it could be difficult to handle for governing a country, my leave lot of ambiguities.

lokshaba is for the mp s directly elected by people.there are people who are worth to be a lawmaker but will not get elected in general election so many reasons no big party support or do not like to face the so called election.for some people they wont win the election.one sad examble our present pm when first become finance minister and we had the best finance-minister in our history and brought back the country from all most bankruptcy could not win in the next election right in Delhi.why is big story like many educated people are not at all voting etc.
NOW to become a minister either the person should be a member of lok or rajya saba. the members rajyasaba are elected by members lokshaba and state legislators.so one party can elect whom they need in admin.another example our new defence minister one of the honest man in politics is also rajyasaba member
