You mean as in a dial tone? If, it working you may have it Muted. Go into Control Panel and click Modem or in Programs find your Modem and click see if Mute Modem is checked and uncheck it.

Are you using a dial-up 56kbps modem.. if yes.. are you able to connect? if yes, then the problem is with the `piezo tweeter' (a miniature seaker type of thing) of your modem.. ignore it.. if you are not being able to connect, then there might be other problems with your modem.. if the same is an internal one, its advisable to purchase a new one, rather than trying to get it repaired, as the latter might cause you more

Your question is so vague. If you're using dialup, then maybe the modem emits some sound. If you're using broadband, I don't think there'll be any sound.
