i need a firewall program that i can have total control over what programs use my internet connection as well as to keep hackers out and all that.

Zone Alarm.
This is the best Firewall from my experience, nothing gets through.
The only problem is it blocks EVERYTHING, you have to allow certain processes to have access not only to the internet but also to the privileged zone.

If you want TOTAL control of EVERYTHING that goes IN and OUT of your system, use Sygate Personal Firewall. I do. It will NOT allow anything to go through unless you let it. This is FREE abandonware.
Yes, it is an older firewall, but it will not let software " phone home " unless you want it to. That includes all the M$ spyware. You quickly find out just how many new software packages " phone home " and spy on your system.
It was so good, Symatec bought the company and now CHARGES for it.

Zone Alarm is the best; but no firewall is COMPLETE. There are ways to get past through each of them. The chances are greatly reduced if you use ZoneAlarm.

ZoneAlarm is the best.
It has 15-days trial of ZoneAlarm Pro and after the trial you have an ordinary ZoneAlarm and it works same.I have computer for 2 years and in those 2 years I hadn't got any viruses or adwares in my computer so I strongly reccommend it to you.And you will have a total control of computer!

Windows Firewall, Zone Alarm, Mcafee.
I would reccomend Mcafee. They are very reputable.

i do no longer use any antivirus, except you count variety Mac OS X. almost six years on the industry and nevertheless no viruses. Makes me ask your self why all and sundry might waste their time with homestead windows.
