Only a professional can dye leather successfully. I would take the boots to a shoe repair shop and ask. It would need to go a darker colour, and there could be colour bleed.
I would suggest getting them dyed a dark brown, then if the colour bleeds it would be an oxblood colour, which is cool anyway.

Yes it is,they have good leather shops that sell dyes. Red might be tough. Get a professional opinion.

to dye your boots, you would neeed to strip off any shoe polish on them by using rubbing alchol.
then buy leather dye, follow the directions on the package, it is advisable to wear a pair of latex gloves so you dont get the dye on your hands, place each boot to dry on and old newspaper let dry overnite.
now you are ready to polish the boot, i recommend kiwi boot polish, and follow the directions.
