Yes. But this has become a gray area, because it used to be that the Federal law was limited by the Constitution to certain areas, and denied the rest. However, this has changed, and the Federal government is now, and has been for decades, legislating on things they have absolutely no constitutional authority to be meddling with.
And the majority of Americans think this is a good thing, which it isn't, and they fail to connect this usurpation of powers with the fact that they feel their freedoms and rights are being taken away. Un-believable.

Officialy Federal law supercedes State law having said that some issues are enforced on the States level, a good example is Calif 11362.5H&S Medical Pot, most local law enforcement will follow state mandate if the criteria is met. However where federal law enforcement has jurisdiction they will follow federal laws.

Yup. Federal law overrides state law, and state law overrides county/parish law, which overrides city law. States, counties/parishes, and cities can pass laws that are more strict than Federal law (for example, the State of Florida has a mandatory death sentence for those convicted of raping a child under age 12, Federal law doesn't), but the states cannot knowingly pass a law that conflicts with Federal law. If a situation arises where Federal law conflicts with any other type of law, Federal law controls.

state law cannot overide federal law. look at how the Reps claim to be for states rights, yet send in the FBI to arrest medical marijuana users and vendors in states that have approved that measure.
