This is all very basic math and you will need to understand the concepts properly in order to do well in school.
"15 more than" means add 15
"twice a number" means 2 times an unknown number usually referred to as an "X"
"is" means equal
"-23" is given
So: 2X + 15 = -23
subtract 15 to each side: 2X + 15 - 15 = -23 - 15
so that 2X = -38
divide each side by 2: 2X/2 = -38/2
so that X = -19
With all of the answers you have been given by now to all of your math questions, you should understand the process. Getting other people to do the work and then copying their answers may seem clever and easy, but you are only cheating yourself. You need to know how to work these problems yourself.

Did none of the other answers you receive help you at all?
You've asked a lot of these questions recently. Once you get started, you should be able to figure these out.
You define the number to be x. You want to look at twice that number, so you have 2x. You have "15 more than," so you add 15 to what you have to get 2x + 15. Now, you know the final number is -23, so you set the two equal to each other:
2x + 15 = -23
Solve for x:
Subtract 15 from both sides:
2x + 15 - 15 = -23 - 15
2x = -38
Divide both sides by 2:
2x/2 = -38/2
x = -19
Your number is -19.
Honestly, if you haven't figured out these types of problems from the answers you received last night, then you seriously need to discuss this with your teacher. You are having trouble learning this. You probably will not make it through Algebra, so you need to reconsider your course makeup.
Edit: To build on curious1usa's comment, it takes less time to solve these than it does to type it in and read all the answers. If you are simply asking people to do your homework, then you aren't saving any time. And as curious1usa points out, it'll hurt you in the future. After all, you can't ask us to do your homework in the middle of a test.
So, I'm assuming you know better than to rely on us to do your homework. And you do need to discuss with your teacher the fact that you do not grasp this. Algebra will be a most miserable class for you.

Let
2x + 15 = Fifteen more than twice a number
- 23 = the total

2x + 15 = - 23
2x + 15 - 15 = - 23 = 15
2x = - 38
2x/2 = - 38/2
x = - 19
The answer is x = - 19
Insert the x value into the equation
- - - - - - - - - - - - - - - - - - - - - - -
Check
2x + 15 = - 23
2( - 19) + 15 = - 23

2x + 15 = -23 (Subtract 15 from both sides)
2x = -38 (Divide both sides by 2)
x = -19
Check:
2(-19) + 15 = -23
-38 + 15 = -23
-23 = -23
