Unfortunately, There is a fee for purchasing any card. Including the Simon mall Visa gift card.

If your bank won't give you a check/debit card.

There are other banks that will issue debit cards as long as you are not in Check systems or telecheck. I would look for a bank that does not require a credit checks for either their checking account or their check/debit cards.

Some banks charge an annual fee and a pin purchase fee for their debit cards. The annual fee may have to be payed at the time you order the card.

I think any pre-paid card will charge you a fee. Since they cannot charge interest, they cannot make enough money otherwise to offer such a deal.

Your best bet might be to open a checking account at a bank and get a visa debit card. This is a debit card, but works like a credit card.

American Express offer a prepaid card - check on the website for details. Also Barclaycard are worth a look - they offer a card for those with bad credit - quite a low limit to start but it goes up as you use it more and pay on time x
