Make a game isn't a easy task, in fact an AAA game takes the effort of a whole team of professionals for something between 1-3 years.
if that doesn scare you:
I really don't know about ps2, but if you want to develop for XBox 360 you've got a few options:
- Torque Game engine www.garagegames.com (you can find 2 or 3 books in amazon about this engine)
- www.visual3d.net (their product will be for download soon, or so it seems)
- Look for XNA based engines
If make games for PCs will do, you have enven more options:
If you dont have any programming knowledge:
- fpscreator (very easy, make only Fist Person shooters)
- Game Maker (VERY good and EASY, i think it's the BEST to start with, it doesnt require programming knowledge at all, but if you do have some you can do great things, you can find 1 book in amazon about it. It's good to make 2d games, it's 3d engine isn't very good)
if you DO have programming knowledge:
- www.truevision3d.com - that's the engine I use, you can download a free version in their website (it shows a small watermark in the screen corner) it's a easy engine (as far as a true engine can go) it has support for any .Net language (VB .Net, C#, J#, etc..) C/C++, Delphi, in fact i believe it'll work with any 'com' language.

You can't really make your own PS2 games unless you have the dev kit from Sony. You can create your own RPG for the PC...check out this page:

Also, there is no one program out there that makes games. A game takes multiple professionals to complete.
