Why don't you want a license? Day care providers adhere to very strict rules and regulations and are inspected regularly. What ever money you may save in not purchasing a license and getting certified puts you and your family at great risk of a lawsuit.
I would rethink this before opening a day care. Remember people are entrusting you with their most precious gift. I would never let my children stay at a day care that is not licensed, insured and certified. Would you? I live in Canada.
