Boot to a boot disk (preferrably a 98 boot disk) and you can format through the command prompt (format c: /u). Get a boot disk from http://www.bootdisk.com

2 ways:
1. Do it from command prompt. Sorry I do not remember the coding. You can find it on Microsofts website.
2. Insert 98 CD and launch installation. It will give you an option to format hard drive. Also you should have gotten a recovery dvd with your computer, everyone gets it it is the law. If you have the disk your problem is solved just insert it and follow the steps.

First create a boot disc, control panal add/remove 3rd tab create boot disc.
I can't remember if win98 boot disc has support for cd rom (if not e-mail me I have a win me disc which does have cd support).
the right way alter bios:- first boot floppy
at the options choose cd rom support
at the A: prompt type :- format /c: ,press enter
after format it will return to the A: prompt then type in E:(which is your cd rom .
at E: prompt type setup /c: , press enter
follow on screen instruction , but with in an hour you will have windows

boot from a boot diskette and type: fdisk and fallow the options,
after you have formatted insert the win98 cd and if is not a bootable cd get in the win98 dir and type setup
