this can be a problem caused by a lack of hydration in the skin(moisture) often cotton socks, nylons, in sneakers, work boots, etc. ( things that do not let body breathe).

Arbonne skin care line sells a product of body lotion to replinishes the skin with a two step program of body serum and orange lotion I've just been using this with a client for the last two weeks and within one week her feet were as smooth as a babies.

** Arbonne is only available in the USA and Canada at this time thou**

Go to your local pharmacy and ask at the counter what they recommend. I used a product (which had urea in it, I'm pretty sure), a cream, that worked perfectly. It really knit the skin back together. I filed the callous down smooth, then put the cream on; at bedtime I'd wear old socks to keep the stuff on while I fell asleep.
Nasty problem, huh . . . of all things to get in the way of daily living . . .
Good luck.

2 remedies....
try slathering on vaseline at night and put socks on while you sleep. when you wake up your feet will be baby soft.
also, for long term care, try a product called Kerasol. you can get it at Walmart or any drug store. It works wonders on any dry or cracked skin. It costs a little bit, but you don't need to use much.

Some of the best things on the market are Vaseline Intensive Care Deep Moisturizer, Curel, or any lotion notating that it is made for extremely dry skin. Rubby dub dub...you'll be "fixed" in no time.

Soak your feet in foot soak or salt water to soften them up, scrub them with a foot file (or stone, or scrub, but file is best), and then slater them with vasoline and put on a pair of white cotton socks. That's the cheapest fix.

But, the best solution is to get a pedicure (about $30). They will soak and scrub it all off for you in about half an hour.

If you are in India, then try Cocum Oil. It is a fruit grown in Konkan area of Maharashtra. After applying it wear socks and shoes.

I have had my feet to bust open and bleed so I found a lotion from Walmart called Corn Huskers Lotion and it really works and it smells like a baby lotion.
