I don't know if I could write the speech for you but if I had to write a speech about it I would start off by talking about or defining what a proverb is. Proverbs come from oral tradition and they usually have some sort of advice in them or they state a generally known truth about something.
I did find that Ben Franklin said, "A stitch in time saves nine." He meant that quick and speedy repairs of small problems can save bigger repairs and more headaches in the future.
And I guess you could argue this proverb with another proverb that says "Haste makes Waste".

Once while washing my trousers, I noticed that a stitch in the bottom part of my pocket has been broken, A tiny gap, I said and ignored it. Next day I wore the dress to office. While I was leaving home my little son came to me and gave me a marble with a request to buy a similar one. I put the marbl3 into the Trouser Pocket, absent minded. In the evening, before returning from the city, I stopped at the shop to buy the marble. But the sample was not in the pocket. Instead there was a hole as big as five stitches. Somehow I managed to buy two marbles of the size my son had wanted. I placed them in the bag and delivered securely to the beneficiary, But forgot totally to mend the gaping hole in the Pocket..

To avoid more problems you must act fast and take care of small problems.
Just as one broken stitch can open up and require nine stitches later, if a problem is not handled on time it can become very large or big problem.
In other words nip it in the butt an American Slang.
Prevention is batter then cure.
