While a Constitution seems to be necessary, it is not sufficient by itself. You need institutions that work too.

Successive Presidents seem to have taken there very own portion of the constitution and wiped their @asses on it. Looks like Bush is using up the last bit of free space. A new constitution needs to be drawn up, not involving politicians.

yes i think a constitution is very important.
because there must be certain ground rules according to which a country should run.
i'm an indian and v have an excellent constitution, too bad many things are not happening according to the constitution.
