Just wondering because a friend of mine has a job and he thinks he's being screwed because they just notified them tuesday and they get new shifts this friday? I'm not to sure myself but it does seem shady because they're forced new schedules almost every 2 monthes or whenever the managers decide to just change it up. We're in NY state. Not a government job or anything. Any references to sites with these regulations or anything would be much appreciated. Thankyou all.

Most U.S. employers now employ folks under a 'No cause" policy. (exception is if you are in a union).
What No Cause means is that you are free to leave and find employment elsewhere anytime you want with little notice, and at the same time they are free to let you go with "no cause".

Your friend can try to talk to H.R. if he has a circumstance that will make the change difficult (sharing care for disabled kids or something), but it sounds like the best thing to do is either suck it up and deal with the change or look for work elsewhere.

No, there are not any laws regulating how often or how much notice a company has to give for schedule/shift changes. I worked for a couple of companies where the schedule changed each week and you only given 24hrs notice of the changes, but those were minimum wage jobs.

If he was hired to work a swing type of shift, then he has to deal, but if she was hired to work a specific shift that's a different story. If he doesn't want to deal with the situation, tell him to call the local unemployment agency and find out if he can collect if he can't deal with the situation. Other than that, yes he should talk to HR if he is having a problem and wants to solve it amicably.

It seems to me that companys these days can do anything they want to and get away with it .I guess you just have to deal with it and stay in your job or get another one. Good luck and god bless.
