Palm is a specific make of PDAs. When the PDA market took off about 8 years ago they were the main manufacturer, so some people still refer to PDAs generically as Palms. These days, most PDAs run Windows Mobile rather than Palm software - even Palm's own products.

PDA means personal digital assistant, it is the broad term for all types of organizer including Palm OS PDA's , Win CE devices, even the simple Casio or Sharp Data Organizers, and PocketPC run by Windows.
Specifically speaking when we say Pocket PC this is an organizer, which is a handheld computer thus PocketPC term was devised. It is Windows based probably Win Ce, Windows PocketPC 2002, 2003, or Windows Mobile 5. Pocket PC are in HP Ipaq, Dell Axim, Fujitsu Loox, Jornadas, Toshibas. When we say PDa the best known are the Palm, Palm OS for Palmone, the defunct Handspring, and Sony Clie.
PocketPc does not center in 1 single task, but multitasking on several tasks, it is like a PC it has Internet explorer, Windows Media Player, Pocket Word, Pocket Excel, Pocket Powerpoint, Adobe Acrobat reader, and the organizer functions. While a PDA centers in 1 single task, organizing which is contacts, notes, calendar, task.. everything else is an addon.
PocketPc has a higher specs in terms of processor and memory requirements, while PDA needs little processing and memory requirement. PocketPC is more tweakable, while PDA is straight forward.
Usually PDA and PocketpC are now in the convergence, meaning camera, cellphone, pda are integrated... so comes the treo for palm pda and ipaq, and xda lines for the pocketpcs
it really depends on how u use it, and which suits u best, u want no frills strait forward simple and easy to use organizer fo PDA. it ur into hi specs, multitasking, tweakable, and accustomed to Windows format use PocketPC.
PocketPC syncs in ur Microsoft Outlook, PDa syncs in Palm or 3rd party sync software

It's the same as the difference between a Windows computer and a PC.
A PC is a personal computer. A Windows computer is a PC running windows. There are plenty of PCs not running windows.
A PDA is an organiser. A Palm is a PDA running Palm OS. There are plenty of PDAs not running Palm.
