anyone can create a website. Depending on how much time you have to devote to the website, will depend on how ascetically pleasing to the eye the web site is.
Unless you are using a program such as front page, you will have to have a knowledge of at least HTML, if you don't have this knowledge, there are several good websites available to help you. One such website is http://www.htmlgoodies.com. You can start there with the html tutorials and proceed from there.
As far as hosting the web site, personal opinion would be to develop the site, before pricing the hosting plan. Depending on how long it actually takes you to create the site and then what design elements you have chosen to incorporate will make choosing the hosting plan easier. Please let us know how it goes.

Finding someone to host it if your not gonna find a free webhost. Knowledge of HTML or Java or what ever your gonna write it with unless your gonna use something like frontpage etc.Depending on whether or not you have the time to spend on it. It is very time consuming. If you want something really elaborate i would suggest finding someone to get you up and running. However you will have to maintain it. Shop around if your going to pay someone.
