While it is possible that a certified genius could build a new search engine at home I am going to suggest that there are very few of them in this forum so, on balance, no you can't do it.

Even the guys who built google needed Stanford's computer lab and they were a pair of geniuses.

Yes. You can build your own if you have the required skills ;) search engine is not only the search the files but an indexer, and searcher ... many parts can be added depending on your needs.

you can consider some open source search engines like lucene ... I have worked on it extremly, I consider it as the best option.

Search engine uses what are called "bots" they go to every site in the world and take a "snapshot" and store it in there database.
They do this continously. Now when you search for something the search engine just goes into it's database pulls out the file and there you go.
I'm sorry to say without a lot of money for databases which are about 10,000 and a lot of time on your hands you can't build one yourself

Search Engines such as google and yahoo have a BOT that crawls over webpages keeping in its database the META TAGS and keywords the webpages contain. Upon search if keyword matches it shows you the result.

If you want your webpage to have a search engine then if you use CPANEL then you can configure a search engine by Going to CGI Center then CGI search.

If you are hopping to creat something like google or yahoo. You need a Server ( 1 server minimum) and LINUX or UNIX or WINNT installed and configure that to collect all webpages meta tags and keyword and store it in a DATABASE. You can write a Small program in JAVA or even VB that can do this. Thats it , get a high speed line, get a webpage that can display the Built search application ( I prefer using Coldfusion,Macromedia and Apache).
