Shrill, your question is highly offensive and completely misguided.
(1) Clinton was never indicted / arraigned on rape charges (unlike O.J., who was accused, tried, and acquitted of murder). Your rape charges are completely unfounded. Where was there ANY evidence that there was any sexual penetration with Clinton that was not consensual?
(2) Clinton was one of the most active, engaged presidents of our time. He knew about all of the world events in which the United States was engaged. He worked tirelessly and made reasoned (although not always perfect) decisions. Our reasons for military involvement in the Balkans (which stopped massive genocide) or in Somalia (which prevented massive genocide) were internationally recognized and clearly articulated.
How many died when President Bush was "vacationing" in Texas for three months at a time?
Clinton's sexcapades are not excusable, but the GOP's attempt to destroy his presidency on ridiculous scandals (Whitewater -- oops, nothing there. Paula Jones -- oops, nothing really there) were the real cause of any "distraction" of the president. Imagine how this current administration would feel if Bush were suddenly sued in federal district court for a personal matter -- he'd have a fit because he's the president, he has the executive power invested by the constitution!
