Second Lieutenant Jean Havoc, one of Roy's loyal men, he always has a cigarette in his mouth(except for the time he pretended to be Roy in the northern rebellion, so that the real Roy can stay at central unnoticed). Like what the others said he has bad luck on girls one clear example is the 1st to 2nd part of episode 37(Flame Alchemist-the Bachelor Lieutenant).
IN THE MANGA, he is still hopeless but the closes he got to a girlfriend in the manga was Solaris(who is really Lust trying to get information about Roy from him).
**Sploiers to those who read the Manga**
Roy and Havoc soon confronted Solaris/Lust and caused a fight which Havoc was implied then paralyzed by Lust from his waist down to his feet. He now dedicates himself to physiotherapy, away from his comrades.again this is the MANGA VERISON.
