Let's say that Bill was 23 on Dec 30, 2004. On Dec 31, Bill turned 24.
It is now January 1, 2005, and Bill was 23 the day before yesterday. On December 31, 2005, Bill will be 25.
Next year will be 2006. Bill will turn 26 on December 31, 2006, so he will be 26 next year, if only for a day.
Incidentally, being born on the "extra" day in a leap year doesn't affect how many years old you are, just how many birthdays you've had.

Yesterday, 12/31, Bill turned 24.
It is now the the new year, Bill will turn 25 this 12/31
Next year, on 12/31, he will turn 26.

he was born on dec 31 and the speaker is making the remark on january 2 of the year after bill turned 24. so one year later it will be jan 2 and bill will be 25 and yet turn 26 in that same year on dec 31
( next year is not just 12 months away. it can be 23 months and 30 days away.)
