A kilometre is 5/8 of a mile. Just over half a mile.
So 4 x 5 = 20 / 8 = 2.5 miles.
If you walk at 5 miles per hour 2.5 miles will take you half an hour!

Velocity is displacement in a particular direction. So it's not 4km/h due to the fact you need to work it out by how far he is from the starting point, and how long it took him to get there. Using Pythagoras, you'll find the distance is 5.657km from starting point. Thus his speed is 2.8285km/hour^2 (^2 = squared, the little 2, it's metaphorical and just refers to the fact your calculating velocity, not speed).

It takes me about 25 minutes to walk a mile and that's at a fast pace.
