You seem to know the answer. The characteristics of ''no personality'' are the personality. And yes, it could be fear based. Fear of rejection or failure can keep a person closed in. They are afraid to show themselves, their personality, for fear that they aren't right.

My answer is no, because the least degree of having no personality is to have a personality enough to call for or do whats necessary to keep your very basic needs such as shelter, food, and so on.
But who knows, maybe you get in love with someone so deep that you let him handle every little thing in your life.

Everyone has a personality. The things you described are that person personality. Some peoples personalities just are bland, boring, or annoying but it is just the way they are.
