Nothing looks sexier in winter than a winter skirt - knee length or lower - with black knee high boots. Teamed with a long black jumper. Long thin scarf and big hoop earrings. If its cold you can wear stockings too. A long jumper with a belt slung around the hips can look very sexy too.

Still think the good winter sexy look is short skirt, black tights, knee high boots, nice warm polo neck and long black coat, matching scarf as well to finish off! Works for me!!!

As a mere male, cant give you a full answer, but.... If you wear a loose knit sweater on your skin, covered by say a shirt/blouse, then the loose knit will trap the heat, the tight weave will hold the heat in. Shades of a string vest......

fitted clothing works well, layers are smart and short skirts with tights or leg gins or knee high boots are good....you can still be sexy without showing it all girl leave something to a mans imagination...just show your shape and keep them wondering what it looks like under all those layers...

Tight skinny jeans, knee high boots and tight jumper!!!! cute but warm,
or if feeling a bit more adventureous go for a skirt instead of jeans!

Off the Shoulder, low cut jumpers. Jeans or mini skirt and opaque tights, high leg stilleto boots. Can't fail.

Warm leggins with long sweaters and a belt just to round it off.

as a man, i find women in those woolen skirts (knee length, with dark stockings/tights, and a figure accentuating woolen jumper sexy and smart...and warm

Try wearing layers. Like maybe a v-neck top, but then with a nice cut jacket over the top. Another thing I always do if its cold, is to wear a top with spagetti straps underneath my normal top as you can't see it but it keeps you a bit warmer.
