Yes, a salvage title does matter. The damage can be minor, sometimes the insurance estimate can exceed the value of the car. But a handy person, can fix this car for alot less, than a repair shop. Some salvage titles, could have been two cars welded back together, or have major problems. So it can be real tricky to buy one of these. If you don't know the history, and who repaired the vehicle, stay away from it. If they have pictures of before and after, or a list of what was done, and it wasn't that major, you might get a bargain. I have bought a couple of salvage cars, after checking, the history, and calling the repair shop, I've had good luck, and save money doing this.

Yes , it means at one time the vehicle was totalled by the insurance company, usually either by being wrecked,flood damaged, or stolen and eventually recovered after payoff. The damage that was repaired varies greatly and sometimes a bargain can be had , however these vehicles can also have many problems. Also the resale is much less as this car will always have a salvage title and full coverage insurance can be difficult to obtain.

A salvage titled vehicle can go either way, good or bad. Don't even consider it unless you have a professional that you trust check it out.
