And actually, Perm (GMT+5) is 13 hours ahead of LA (GMT-8), 12 hours ahead of Pheonix/Denver (GMT-7), 11 hours ahead of Minneapolis (GMT-6), and 10 hours ahead of New York (GMT-5).

At present Perm' is eight hours ahead of New York (Eastern Standard Time) and eleven hours ahead of Los Angeles (Pacific Time). So it's 1945 in Perm' now, 1645 in the UK, 1145 in NY and 0845 in LA.
This will change at certain times of the year due to daylight saving time.
