Not all black neighborhoods are bad. The only neighborhoods that are bad and this goes for all races, is low income neighborhoods. Gangs are all over the place. They are not only in black neighborhoods. Look at the Latin Kings, Nietas, MS13's, Bloods, Crips, KKK, PLO. These are gangs that all over this country. There are more. And most of the people in the gang generate from other towns.
