It isn't going to work at all.

Even if we say "living space" and deal with the fact that some homes have no carpeting, but hardwood or tile floors, it simply isn't going to work because the first three factors that determine the value of real estate are, in this order:

1. Location
2. Location
3. Location

It's simply not going to work. Period. Could you please give me a link to this law so I can read it and laugh at the people that wrote it?

Instead of constructing apartments of various types I will construct a building having different sized carpet areas only
