It is my friends b-day on Sat and we have not known each other that long, not quite a month...she is turning 23 Have no CLUE what to get her...not spending much at all...any ideas?? THanks much

If she's a coffee lover, get her a gift card to Starbucks. Or maybe a gift certificate for a manicure and pedicure. Check your area for imported chocolates like from Belgium. They're the best chocolates! A spa gift certificate would be nice too.

if you have a thing for her then make her a mix cd of songs you like maybe. if not, a book or dvd you enjoyed and thought she'd like. a card or taking her out is enough really if you havent known her long.

Give her an artificial earrings pair ...... She'll love it, trust me !!!
If not that, you could go for a nonbranded scarf,upper,anything ...
Another idea, get her a pair of sandals , delicate ....
Orrrrrrr ....... Get her a packet/carton full of her fav snacks, Junk food, etc.etc.

Get her a perfume if she is not allergic to perfumes. If it is beyond your budget, then get her flowers. That should be just fine.
