Yes - because there is actually a creature that EATS fish tongues....and it is validated by the BBC

"A gross creature which gobbles up a fish's tongue and then replaces it with its own body has been found in Britain for the first time."
Scandinavians have recipes for fish tongues (gross)

..and it is delicacy in Canada too

Many fish do have tongues, yet they are bony protrusions of their mouth that don't serve an identical function as ours do. in addition they are not pronounced as 'tongues' yet basihyals. An excerpt from source fabric: "All sharks (and "bony" fish) have "tongues", nevertheless they are actually not very reminiscent of ours, or the different tetrapod (the "4-limbed" non-fish vertebrates) for that count. for this reason, shark and fish "tongues" are not pronounced as tongues in any respect--they are pronounced as basihyals. The basihyal is discovered on the floor of the mouth of sharks and fishes, merely as our tongue is placed on the floor of our mouths. yet that's approximately the place the similarity ends! while tongues in tetrapods are regularly great (or long), versatile and quite sensible, the basihyal is definitely merely a small, stout, and merely vaguely tongue-like piece of cartilage. it is the forward-maximum area of the basibranchial, a cartilaginous bar-like shape working down the midline of the shark or fish's chest that helps the decrease gill-correct bones."

No - it wouldn't be necessary for them to have a tongue...they don't chew! We chew and then the tongue rolls the food into a ball. Fish just suck the food in and swallow.
