Yes any bowler can replace an injured bowler.
In fact it is advisable that the remainig over of a regular fast bowler who is injured is completed by a part time bowler so that the remaining specialist bowlers can bowl thier full quata of overs.

You can definitely change a bowler. Bowler type is irrelevant, even the wicket keeper could come and bowl. But, the only condition being, that particular person cannot bowl his quota of 10 overs.
That is to say, a replacement bowler bowls 0.3 overs of an injured bowler say, then this guy (replacement) can only bowl 9.3 overs!

Yes the bowler can be replaced by anyone in the playing eleven (minus himself of course). This includes the wicketkeeper bowling the rest of the over. And he can bown any legitimate delivery, with either arm.
But I fail to understand when was India on the verge of victory that evening?

Yes, if a bowler gets injurd in the midst of any over and is unable to complete his over, repeat unable to complete his order, he can be replaced by any type of bowler to bowl remaining balls of the over and complete the over.
In case of Agarkar he did not complain or mention that he is not in a position to complete the over and as such it was allowed as per rule to replace him.
