Ash if the bags have gotten wet and the cement is hard, unfortunately the cement is ruined, and basically you have a block of cement. There is nothing you can do to undo the damage. At best break it up and use in a flower garden for decoration(paint it), at worst just chunk it in the trash. But try to find some inventive way to use it. Good luck

Heavvvy...Apart from not leaving bags out in the weather elements, it should not be stored directly on concrete either. It will draw up moisture from the floor. It's best to always store on a pallet of some sort.
