I would think jewel tones in blues and greens would work best for you. Too pale of a color will wash your fair skin out, while the colors mentioned above will bring out your blue eyes.

try copper eyeliners, the Almay Coordinating Collection shadows and liners too! coppers and bronzes and gold would make you look good plus it is the new trend! try some soft pink gloss or lipstick-my favegloss that is affordable is Maybelline in Pink Cadillac, my fave liner would be Almay. try to use some blush in your cheeks-try Bare Minerals blush in Glee, their shadows which would be great for you, and the matching glosses! or try smoky eyes, blush or bronzer lightly dusted on your cheeks for a healthy glow, as well as some blue or teal liner to make your eyes pop and some light blue shadow on the corner of your eyes!

I have similar coloring, I use a blue toned base and powder, and for eyeshadows: maroon, grey and dark blue. Blackest Black mascara, burgundy toned blush. ( I use a gel blush, more natural)
