Every state has its own requirements. Virtually all require a law degree. One or two allow a candidate to apprentice by working for a lawyer or attending unaccredited law schools. All states have a background check for admission to the bar. As for Pennsylvania, check with their board of bar examiners.

Only in California. Elsewhere you need to have graduated from law school. Here's the guide, jurisdiction by jursdiction: http://www.abanet.org/legaled/baradmissions/bar.html

Note that in some states an unaccredited law school may be acceptable; in some a foreign law school (at least if it is in a common-law country) may do; in many an otherwise unacceptable law degree may be "validated" by taking an LLM degree at an accredited USA law school.

You have to have the qualifications, but they do vary, so it depends on where you wish to practice law. To represent yourself (pro se) is a basic right.
