If it is for statistics class then answer is 22.8, no way you can turn around it.

If it is for another scientific class the answer is 23, as you round up from .5 to .9.

If it is for a philosophy class the answer is 22, as a car cannot stop 0.8 times: it stops or it doesn't stop.

If you get an answer like 22.8 from averaging of a number of stops made at different times the actual number of stops has no meaning. However, if the result comes from an approximate calculation of what the number of stops would be (for example, how many stops it takes to wear out a tire), the answer depends on the way the result is to be used. In the case of replacing a worn-out tire, if you get an answer of 22.8, you should use 22 as the actual limit, since you don't want to exceed that limit. In other situations, it may be better to use the rounded-up figure.

Answer should be 23.

After stopping 22 times, the car still has some petrol left in the car and will stop one more time.

22 times
This is not about whether the decimal value is greater than 5 or not.
This is about whether the car ran out of petrol after 22 times before it touched the goal ( end point of 1000 rides). In fact it did not run out of petrol. There was a little petrol left in the tank and the car could still move for a while. That's why you got 0.8 after 22.
In other words, the car did not run out of petrol 23 times in this 1000 rides.

23 if figures are exact.

reason is nothing to do with rounding.

23 because after the 999th ride it still had enough juice left to start on the thousandth. So on ride 1000 you will not make it to the end but you will still stop when you run out of gas.

you should round off the answer to 23 times since the decimal value after 22 is more than 5 if the value was less than five ,i.e., 22.2,etc. then you should have rounded it off to 22

If you round off, the answer is 23 but if you want to know how many times it actually stopped it was 22 since the 23rd isnt complete. In regular mathematics, you round off to the closest whole number if im not mistaken. Just wait for other responses to see wat other people think.
