yeah people always think there are loads of jobs in I.T., and there is, but there is also a hell of a lot of people who are qualfied for these jobs, so there is a lot of competition. Its tough, but keep applying. Have you tried any recruitment agencies that specialise in IT?
You could always try calling the HR dept a few days after sending in the resume to make sure they received your resume....this will show your interested and also make sure they see YOUR resume if they have got a lot of replies.
Also why not make a list of IT companies in your area even if they havent advertised any vacanices....then contact them , and say you are interested in working for them, and even if they arent hiring right now you would like to be considered for future positions that arise, then ask them for the name of the person who you would submit your letter and resume to. This worked for a friend of mine, and when she got called for an interview a while later, the interviewer told her that they always get loads of applications but because her letter was specifically addressed to him , he received it directly and it made him remember her...she later got the job.
good luck

Do you have any completed projects or any ideas from your years of experience in the field? If you do, you should send them along with your resume when you are looking for a job.

Well, you can ask your former professors, colleagues, back at the university or on your previous workplaces if they could refer or at least cite some good companies who may need your service.
If they believe in your capablity, they'll share.
