That is illegal, but it happens. Frankly, if it's unsecured, your neighbors probably don't mind.
Unless they go to great lengths to find out what you're doing, they probably won't even notice.

Depending on how computer savvy they are, yes.
It would be very easy for someone with the know how to sniff the packets coming through their network. They could definitely see what you're looking at, and in that regard, gather passwords and personal information that way.
It's always a good idea to get permission to use another's internet access. There have been recent cases where people have been charged for stealing access.

No. If you are linking into thier wireless signal, chances are they are too dumb to even realize someone is steaing bandwith.
