It depends where you want to live and what kind of accom you are looking for. For a single Aed 3000 might be okay as long as you do not want to live in Dubai or Abu Dhabi City. You also have to find a landlord whom you can pay monthly. Mostly you pay the rent a year in advance by 2 or 3 forwarded cheques.
If it belongs to your job to travel around the UAE, your company should provide you with a car or pay for a rent a car. You also can bring over your own car. Please check, if your driver's license can be converted into an UAE license or if you have to take a driver's test, cause that could cause some problems.

the rent in Dubai is expansive but my uncle "ownes a real state company" told me that it will go down in 2007, i would advise you to stay in sharjah or ajman because the 3000 will get you a 2 bedroom apartments, my Friend is staying in ajman and she is paying just 5000 for 3 bedroom 2 bathroom and a maid room with a bathroom and its very nice apartment.
as for the cars you could go to Al eweer used car market and you can find what you need.

well... for AED 3000 a month, you will get studio or 1 bed room apt, and best car to use here is all Japanses cars due to their perfect AC inside.
