I am building my own computer. Do you have to buy the processor by itself or does it come with something?

Yes, a DVD-Writer writes CDs too.
You can buy a barebones system, which includes basic things like a processor, a case and a motherboard, or you can buy the components individually.
At minimum you will need:
Processor
RAM
Motherboard.
A video card (may be included on the motherboard).
Hard disk.
CD/DVD drive.
Case with power supply.

But you must check your Mainboard first whether it is support the processor or not.
Choose mainboard with highest FSB (Front Side Bus)
Choose CPU with high speed and big L2 Cache

Yes the DVD burner does burn CDs also. The processor has to be bought separately unless it comes in a CPU and motherboard combo.

Yes they do burn CD's too. You need to make sure your CPU comes with a heatsink/fan combo. If you install it without one you will ruin the cpu.
For the burner, quality varies greatly in units. In fact it's that way with all parts. Overall plextor burners have a good reputation. Don't just buy the cheapest. Try to find reviews.
