Yes the DVD burner does burn CDs also. The processor has to be bought separately unless it comes in a CPU and motherboard combo.

Yes they do burn CD's too. You need to make sure your CPU comes with a heatsink/fan combo. If you install it without one you will ruin the cpu.
For the burner, quality varies greatly in units. In fact it's that way with all parts. Overall plextor burners have a good reputation. Don't just buy the cheapest. Try to find reviews.
