Does anybody familiar with the website www.seizedrealstate.com? Suppose to be for foreclosures home promising 50% to 70% off the retail price. Is it possible or just a scam??

I don't know. If you want to buy a house just go to a Real Estate company and have the sales person help you find foreclosures. Normally for government forclosures you have to use a Realtor anyway to make the offer, so you might as well go get one. They will tell you want websites to look at. And you don't pay them a commission, the seller does.
