BglI recognizes and cuts 5'-GCCnnnnGGC-3'.
Restriction enzyme sites are random and based on chance (on average should cut once every 4^6 bases for this one.) But since this sequence is GC rich, there perhaps are more sites in areas which have more Gs and Cs, which are more likely to be coding regions.
