4x + 22y - 3 < 0

you want to get y on the side by itself so you started moving the other terms to the other side. The easiest one is three, so add three to both sides.

4x + 22y - 3 + 3 < 0 + 3

4x + 22 y < 3

now you get the 4x on the other side by subtracting 4x from each side

4x - 4x + 22y < 3 - 4x

22y < 3 - 4x which can also be written as 22y < -4x + 3

now you divide both sides by 22 to get y by itself

22y/22 < -4x/22 + 3/22

y < (-2/11)x + 3/22

and you have to switch the comparison sign so you get

y> (-2/11)x + (3/22)
